It turns out that manually executing ffmpeg can start the OpenCL device normally, but executing it through the Jellyfin server will fail.
There may be permission issues or other conflicts here.

Do you still remember which 'setup type' you selected during Jellyfin server installation? (Basic Install / Install as a Service)
Is this AMD 7800XT GPU the only graphics card on this PC?

Nyan asked about your install type. I think that is important because service installs require additional permission changes to allow the service to use your GPU for transcoding.

solved it, then hint was the install type. re-read the instructions and basic install works. thank you.
