No Executable in windows server portable zipfile

Assistance needed, after extracting the portable version of jellyfin server for windows, the executable is no where to be found, thus when I launch the jellyfin.bat, nothing happens.

Notes:
-I'm certain the paths in jellyfin.bat are correct
-No antivirus deleted any file

These builds are os-independent and is not for windows only. You should download zip from my link to get windows specific builds.
