I am running home assistant and jellyfin in docker on Debian.

I have HA running in host mode and it is using port 1900 for SSDP and UPNP discovery.  This means i cant map 1900 to jellyfin.

Is there anyway to run home assistant and jellyfin on the same host and have DLNA running?

You could try creating a virtual interface and having Jellyfin bind to it. You'd also need to ensure HA binds to its current address.
