Cant install on Debian 12

There was an issue with the 10.9.10 deb packages where it didn't update permissions on some of Jellyfin's folders (/etc/jellyfin and /usr/share/jellyfin, IIRC). The temp workaround was to manually set permissions, but we've updated the install-debuntu bash script to set the permissions when that is run.
