Does anyone know why this keeps happening, or how to stop it?

That is a client setting.
It will be saved on the current client.
A single web browser counts as a single client (and stores all that data in its cache).

You clear the cache, use a private browser window, or switch to a new browser, it will be treated as a new client because it is.

The only way to make sure it sticks is to use the same exact client each time.
