Does Jellyfin for Android TV support Refresh Rate Switch to basically switch 60Hz to 24Hz when it's appropriate like Plex does?

    If you enable it, yes.

Settings > Playback > Advanced Playback Preferences > Refresh rate switching. You can have it switch on the TV or have the device manage the frame rate.
