Hi, I ran into this same issue. Just commenting to +1.

Jellyfin 10.8.13
November 2023 patches broke the Jellyfin installation. Nothing in the Jellyfin logs, but same Event Viewer messages as you.
Re-running the Jellyfin 10.8.13 installer on top of the existing installation fixed the problem immediately.
