SOLVED: intel low gpu usage when transcoding

when transcoding i get horrible performance

don't think its that i did a h265 transcode with normal ffmpeg and i get this

so the gpu can go to 100%

is it possible it is something wrong with jellyfin-ffmpeg?

do i need to specify to use jellyfin-ffmpeg in the configs?
