I'm assuming that the specs you listed are for the laptop, based on the H class CPU. If so, your laptop specs are more than capable of transcoding. I used to run Jellyfin on a lot less.
I second Serge's question about the clients. The logs you attached look fine, though I question why one ffmpeg log says it is transcoding video while another isn't. And both appear to have been played in Firefox.
If your laptop has an Ethernet connection, I would experiment with verifying that WiFi consistency issues aren't the cause.
I also have to ask if you followed our Intel hardware acceleration guide. There are a couple extra steps you need to take on Windows to properly set it up.
