simple answer is no
this barely works in jellyfin without menus
menus are a client side and no jellyfin client supports blu-ray menus
best case you manage to get kodi to support blu-ray menus (only on a pc afaik) but then you will still have issues streaming a blu-ray structure over http
jellyfin is a streaming server and blu-ray is not a streaming media
if jellyfin serves it at all it uses ffmpeg to remux it on the fly from the index.bdmv and chances are it will pick the wrong title from the index
remux to mkv/mp4 for jellyfin
