pretty much as intended, you can't use an exclusive filter for titles users see since that's not a feature yet
under parental control you can filter by tag but it's inclusive, meaning you have to tag every file they are "allowed" to see rather than just tag the ones they're "not allowed"

as far as recourse, depending on how bad these titles were perhaps a new town and a name change? (joke)
