In Jellyfin, playlists use absolute file paths so they are not shareable between Jellyfin servers.
As for sharing playlists between users within a Jellyfin instance, currently playlists are globally viewable. So whenever any user creates a playlist, all other users can see it.
Jellyfin cannot dynamically/automatically generate playlists.
There are plans to add permissions to playlists in 10.9 so that you have the option to restrict playlist access.
