WebOS can't decode 4K HDR with direct streaming

I'm trying to playback 4k video on webos tv, there is 2 4k hdr hevc files, plays one at transcoding and one at direct play (i dont know why it does this) (since im streaming from a powerful pc and only me watching no problem), transcoding is fine but direct play always stutters. this may be a issue about tv's hevc decoder but idk. i just want to force transcoding so it will play fine like other video. 

note: when i select 1080p 10mpbs it says it transcodes because of limited speed, because i limited speed to 3mpbs to force encoding, but it still seems to direct play at 4k 120mpbs
