That quality selector only sets the maximum allows bit rate before it triggers transcoding to keep it under that limit. Setting it to 120Mbps doesn't change the original video if the original video is below 120Mbps.

Can you show us the media info for each of these videos? The media info from the Jellyfin interface is preferred.
