Sorry if this comes off as dismissive, but isn't the point of downloading is so you DON'T have you use mobile data? Pretty sure that message is intended and not a bug. If you don't have any mobile data caps, why not stream it full quality? Unless you are flying on an airplane or somewhere without signal. I can't find any setting to override that.
