Hardware Acceleration with Oracle Cloud Ampere Processor

As Oracle Cloud can provide a great machine at even free tier, I'm wondering if there is any way to use these ARM processors with hardware acceleration enabled, as they seem to have a GPU available.

I've tried it with both, VAAPI and Video4Linux but both resulted the same, not hardware transcoding. Thanks for your reponses and I apologize If I got the official distribution thing wrong.
