try to switch on DLNA on your windows PC and you must see your windows dlna server on Samsung tv
by default all Samsung smart tvs support DLNA
I do not understand your network topology but I think the problem is in guest net settings. Delete guest net, create ordinary LAN net (wifi or wired), all your devices must have ips from your router.
