Are you using 10.9 unstable? It looks like you are transcoding to AV1 when playing on the Shield. Which shouldn't be the case.
Make sure you are on the latest unstable build. If the problem persists turn on debug logging and replicate the problem. Debug logging will log the device profile reported by the client, which includes codec compatibility.
