With distros based on Debian/Ubuntu I have to manually update the amdgpu firmware to get hardware acceleration working with Jellyfin. Even with the 6.5 Kernel in Ubuntu 23.10 and Mint Edge, I still need newer firmware. For some reason the default firmware works fine with FF and VLC, but not Jellyfin. Since ARC is older than the Radeon 6000 series, it might be worth trying.
