Still Watching? Settings > Preferences > Data Usage Monitoring

I have looked everywhere to disable the "Still Watching" dialog and unless I'm blind I cannot find the "Data Usage Monitoring" setting anywhere. Does anyone know where to disable the "Still Watching" dialog?
