The server doesn't determine the resulting codec entirely. It is a combination of what the client requests/can handle vs the server config. If the client never requests HEVC then the server won't send it.

What clients are you friends using?

Jellyfin 10.10.1 (Docker)
Ubuntu 24.04 LTS
