Can you share the full jellyfin server log via pastebin? If there is a ffmpeg log share that too.
It's a lenovo thinkcentre m600 featuring an intel n3010 running ubuntu 20.04 and vaapi for transcoding.
When I set it up I could run 4 clients transcoding 1080p60 at 20mbit down to 720p each before running into any bottlenecks.
But it happens regardless of wether I try to stream directly or transcode to even the lowest setting, htop also doesn't show any activity, it's as if the server is just waiting for the client.
