Well... I very briefly tested it on my desktop under Windows, using the 4650G, and wasn't able to reproduce it there either. What gives?

Awesome, thanks. Two questions:
- Why did you disable HW decoding for anything except AV1? I would have thought modern GPUs should be able to handle all those codecs.
- Can VPP work without Intel hardware?
