The author of a client can open a pull-request to our documentation site to add the client to the listing. We do have some guidelines for which clients we include and which ones we don't. This is all listed on this page: https://jellyfin.org/docs/general/clients/#client-list
When the pull request is opened we decide if we allow or reject the client. And as you've already mentioned, we do make exceptions. If the author does not agree with our decision they could tell us and we're always open for discussion.
What TheDreadPirate said is true, previously we rejected paid apps with some exceptions for platforms that had no alternative options. However, we've changed our opinion on that this week and we now allow paid clients in most cases. As long as it does not put Jellyfin features behind a paywall.
