Jellyfin has zero requirements for an Internet connection, except if you need to scrape the online databases for metadata. But you can bring in your own images and metadata if you want. But once you acquire metadata you can go 100% offline for the rest of that server's existence and be fine.
I've been without Internet and my Jellyfin is 100% operational. There were a couple users here that built Jellyfin servers that were located on their boats or big ships and were without Internet for weeks at a time.
As for your question about why it isn't working. I'm not certain, but I think you still need some form of router or layer 3 switch. Most "dumb" switches are layer 2 and don't understand IP addresses.
But that only applies to other devices. That doesn't explain why you have this issue when accessing it on the same host.
Can you share your full server log via pastebin?
