This does not sound right to me if you set the networking quality. The transcoding reason is still bitrate limit exceeded right?

For one last test, can you try set LAN networks to 0.0.0.0/0 in Dashboard->Networking, and then restart both the server and the app and try again? If this solved the issue then it is indeed the bitrate testing working abnormally.
