The RPi4 and 5 have no useful acceleration hardware. We strongly discourage use of SBCs with the exception of Rockchip equipped SBCs due to Rockchips having actual video acceleration capabilities.
Your options are to pre-transcode your video into a format your clients universally support (H264 main 8-bit, AAC stereo, SRT subs, MP4 container) or use hardware capable of transcoding. Even an old 8th gen Intel CPU is very capable of transcoding.
