I went back through and redid this like you said, made a second jellyfin got it working for the Roku and did some things I didnt do the first time apparently. I wouldnt say this was the fix with 100% certainty but I did read if you update your GPU on the VM and not the host or vise versa it can cause issues. So i made sure that both are on the same driver and everything is working again.
