Yeah. I believe 6.8.8 still has the kernel driver bug in it.
AFAICT, Proxmox doesn't do backporting of patches like Ubuntu and Red Hat. So your options are to roll back to 6.8.4, the release prior to the commits that broke Arc transcoding, or YOLO and update to 6.9.4+, which incorporates both patches that fix Intel Arc transcoding.
Or, like you're thinking, use a VM.
