You can use HWA, but don't expect miracles from it.
You'd have to use VAAPI. Check MPEG-2, VC-1, H264, HEVC (not 10-bit), and VP9 (not 10-bit).
Leave unchecked "Allow encoding in HEVC" and AV1.
