Agree, as someone who has created a stylesheet for myself from scratch though, I completely understand. The JF web client is very feature rich and there's a lot to get through even if you're just making a basic theme. Then you also have to maintain it, as major version updates will often have a significant impact on elements and classes. JellySkin by Prayag for example is still trying to catch up with 10.9, and I wouldn't say they're slouching on it.
There's no perfect solution to this either as far as I can think of at least. Not to mention that improving this situation would take a large community effort.
