This sounds like a bug. H264 and AAC are old and, at this point, universally supported.
Submit an issue on the Jellyfin Tizen git.
We can try to work around this so you have some use of Jellyfin on your TV. I would create a new user and do NOT give that user access to live TV. Log into that user on the TV.
