After installing the latest version of jellyfin10.9.11, 4K video cannot be played and an error message is displayed

That looks about right for your CPU and the source video. You can try using Intel Quick Sync instead of VAAPI. You might get a bit more performance out of it. Unfortunately the video is 60FPS so it ends up being slower than real time.
