If it comes with a motherboard, definitely.  Other motherboards can be harder to come by and are usually close to their original MSRP.

Your other option is to get an Arc GPU.  It will blow away the 10400 and 7500.

hello, first of all thank you for the reply.

I have a couple of questions to see if you can help me please

- if i keep my i5-7500 and buy an Intel Arc A380 Challenger 6gb (95,000 CLP = around 100 USD) will it be worth it ? won't it make some kind of bottleneck or something ? (i have a MSI B250M PRO-VH motherboard)
- the i5 10400 doesn't come with a motherboard, it would just be the CPU and nothing else, so it's not worth it ?
- How recommendable are the video surveillance hdd's? like the Skyhawk, WD Purple, etc. to keep my library of movies, shows and that ? it turns out that the NAS or desktop hdds are too expensive these days and the CCTV ones are quite cheap and that is why I asking to see if it would be recommendable or its better to save for a NAS hdd or even a desktop HDD.

Echoing what Fate said, your 7500 should not be a bottle neck.  Audio transcoding and subtitle burn-in still happens on the CPU, but the 7500 is more than fast enough for both tasks to not hinder an Arc GPU.

Since the 10400 does not come with a motherboard, IMO it is not worth the hassle of finding a working motherboard.  Especially if you do choose to get an Arc GPU.  There would be nothing gained from a 10400 + Arc vs a 7500 + Arc.  Even without the Arc GPU, the 10400 is not a significant upgrade.

IMO, surveillance HDDs are probably not a good idea.  Their firmware is write optimized.  I'm not sure what real world impact that would actually have, though.

What kind of price difference are we talking about?

At least in official stores in my country, surveillance hdd's are around 50-55 USD, while PC HDD's go for 110 USD and NAS HDDs for 120 USD (all this example filtering for 4TB disks).

however, I am considering the idea of looking for a used disk at a good price on fb marketplace and that has not been used so much, obviously with the seller sending me evidence of the functionality and thus to be able to lower the costs a little, since I gave up the idea of going for surveillance hdds.
Additionally, the guy who sold the Intel Arc a380 no longer has it available so I will postpone the installation of the GPU and wait for a similar one to come out, as I do not know what option would be advisable in nvidia.
