encoutering startup probe failure within truenas only with the jellyfin app

This is entirely a Truenas Scale networking issue.
I would check your settings on Scale's network tab & the app network settings in the app GUI.

Keep in mind that in a week or so, the new Scale version is supposed to release that changes how the apps are handled.
