Parental controls and content rating

Controlling / permitting user content via the media rating

Why is it that under parental controls, the rating system groups together PG, M, MA15+ and only to add or take subscription to the entire group? these ratings are vastly diffferent in content, and I would allow my kids to watch a PG rated movie; but not an M or MA rated one.

Please seperate these off to their own categories
