All the clients - browser, JMP, Android mobile, Android TV. I think the Android TV client may have been more...resistant to this, but I can't remember since I got so quick at neutralizing the issue (it became routine to apply the plugin update and then re-run the Jellyfin server installer).
As soon as another update comes in for a plugin I'll capture and share logs!

I don't know the solution to your problem, but as a possible workaround, if re-running the installer works then you should be aware that, since 10.9, in-process restarting was implemented. I'm not smart enough to properly explain it, but rather than a fresh jellyfin.exe getting started, everything running in the existing process gets knocked down and reconstructed. If running the installer again works, my guess would be that it's because jellyfin.exe is getting stopped entirely.
Instead of using the restart button on the dashboard the next time, try hitting the shutdown button instead and starting Jellyfin how you would usually start it (from the Jellyfin (View Console) shortcut/the tray application/Services panel etc. etc.) and seeing if you still get the same issue. e: In my case, I don't use the restart button at all because of this...
This is an interesting idea! I can't guarantee it 100%, but I'm at least 80% certain that I've tried both Shutdown and Restart over the past few months of this issue being a thing and the end result was the same.
