Make sure Jellyfin is not running and in

E:\ProgramData\Jellyfin\Server\config\

• system.xml - change IsStartupWizardCompleted to false
  
• Rename migrations.xml to migrations.xml.bak
  

Next, launch Jellyfin. It may take longer to start up the first time, so just be patient and let it run.
