This reminds me of an issue I had with my kid's computer. I couldn't connect to her Minecraft world without turning off Windows Firewall, even though Windows Firewall had a rule allowing Minecraft. I never did figure out the issue. I had to reinstall Windows on her PC for other reasons and it worked as expected after that.
This SOUNDS like something is fundamentally broken with your Windows install/Windows Firewall. An update broke something, IDK. Like I said, I couldn't explain it on my kid's PC and never found a way to fix it or get around it except turning off the firewall.
