You cannot add folders to a playlist from the Jellyfin UI. BUT, if you had a M3U playlist in your library you might be able to add folders that way for dynamic playlists.
The playlist can be either absolute paths or relative paths. Relative to the M3U file that is. The M3U needs to be in a library path.
This is all theory, btw. I've never tried adding a M3U with just a folder path.
