1. Minimum is probably 8th gen Intel processors with an iGPU. I would recommended 11th gen+ since the iGPUs are significantly more performant. I opted for the i3 12100 since they're not the current gen (lower prices), but not old enough that motherboards are hard to find at MSRP, and was the first generation that moved past 14nm (lower power usage and less heat). The Intel N100 is also a great low power option.
2. Your network connection would become a bottle neck before the hard drive.
3. 1 Gbps is more than enough for like a dozen users+.
4. If the sole purpose of this box is to run Jellyfin, 2.5G+ networking is not necessary for your intended user count. If you plan on using this box for other stuff, maybe.
