Your best course of action is to run a 2nd server instance to host that content privately just for yourself.
Since you're talking about images in the background during the log-in process, I'm assuming you're talking about the splash screen that's only found on the Android TV app so far.
This image is generated by the server using covers from all libraries present on the server. The server only generates one image and it regenerates it on a periodic basis, so it will change.
Jellyfin doesn't support creating multiples of this splash screen based around each user. It will just focus on creating one for the whole server.
I do believe that on the normal webUI you can access from a browser, backdrop images will be limited to images from content labeled as PG-13 or lower from any library.
