The resolution was removed from that menu due to it confusing users. Jellyfin DID NOT actually change the resolution based on what you select in that menu. It was initially there as a guideline for what the resolution MIGHT be at a particular bit rate, but what resolution is actually output from the transcode is more complicated. Jellyfin will use factors like what CODEC it is using to transcode to factor what resolution it will output for a given bit rate.
Many many other users complained that the resolution they thought they were selecting wasn't the resulting transcode resolution. So the "resolution" was removed from that menu to remove that confusion.
