Typically, on Dell systems (I also have an Optiplex), once you install a dGPU (ARC, NVIDIA, what have you), the motherboard disables the iGPU. Is Windows Device Manager really seeing both devices active? Have you ensured the dGPU has the latest video drivers installed and can you verify all other functions of the GPU are working, maybe use a benchmark tool? Maybe go into BIOS and force disable the iGPU, if possible and retry.
