I didn't notice this initially, but the same message is in your original post (I had skipped to the end of the ffmpeg log).

Try different values in the QSV device field.  Or properly disable your iGPU in your BIOS.

It was even easier. I went to Device Manager and disabled the onboard gfx. That set the Arc card to GPU 0 in Task Manager. In JF re-enabled QSV, left device line blank and viola! It works!
