That's not how small open source software projects consisting entirely of volunteer developers work. Individual contributors work on their next issue/feature/sprint within the project based on interest and available free time. It's also the scale of impact -- fewer users impacted, the less of a priority something will be to fix. I won't say the next part since I'm not a developer that has contributed to this project.
What I will say is that open source software tends to evolve and mature differently because features, clients, plugins, and the like all tend to be developed based on the capturing of passion and interest (i.e., of core project members or the community surrounding the software). Sometimes little things may go unsolved for a bit until somebody with interest (and ability) comes along and goes, "Hey, I know how to fix that," and throws in a pull request.
