Your server has pretty old hardware and it looks like there is a lot of activity. Including some transcoding and remuxing. What kind of drive is Jellyfin running on? Is your C: drive a SSD or HDD? If it is a HDD, that is a significant factor. In addition to the number of users you have, transcoding, and old hardware, your server may just be over loaded.
