I mean on the TV it is software decoding instead of hardware accelerated. Since TV's and streaming devices do not support DV 7.6 in hardware, the TV is trying to play it anyway.
When you are lowering the quality to 40Mbps it is probably triggering a transcode.
The UI becoming unresponsive, to me, backs up the TV trying to play the video anyway even though the platform doesn't support accelerated playback of that format.
