i did quite some AI upscaling with a lot of free tools but eventually tried Topaz tools.
They are quite pricey upfront and you only buy like 1 year subscription (allthough the versions released in that time are perpetual use after that).

AI upscaling cannot work wonders. This has to be clear. But if there is suffcient bitrate and not too many artefacts TopazVideoAI works very good and Stargate/Battlestar Galactica in 1080p60fps looks just awesome.
