Thanks, I think I have finally come to a conclusion

@TheDreadPirate - I haven't found a way to launch Docker Desktop as root
@ickyfemleh - Portainer is the answer here. I can just add it to the JF stack and I can monitor / manage there, while Docker Desktop can manage the rest.
